I found this glitch without help :P
- Go behind the Capitol Building.
- Look to your right. You should notice a concrete wall.
- Walk up the stares and head to the right. Make sure to stay on the edge.
- You should come to a concrete block place there for no reasons.
- Jump around this block. It may take a few tries to get it right.
- When you get to the otherside continue to sidle on the edge and go over the concrete wall.
- After that, head in the oppisite direction of the wall and keep on going until there is nothing there.
