Look under related videos. That person has the video going to fast. It's not really a tut just the guy showing off.

You have to change the settings the brush preset settings to do this kind of smudging.
Go to windows>brushes and mess with the scattering, shape dynamics ect.. to get different smudging effects. Also, google search pro smudge by noise-less to find some smudge brushes.
