The joker is wrong. It's NOT d-down and square. It could be sqaure or L or D-Up+Start or X or D-Up or Start. There might be more possiablities I over looked, so just try it and play around with it till you get it.

lol.. i was gonna try to make something like this
useing that 1B value in teleknife instead of 1C
that code is supposed to be an in-game selective freeze
i wonder if they took into account the fact that you have to be touching the player in order to freeze them and if you do it wrong you freeze......
surely they know something i dont... /=

Could have sworn this was made by joe. Looks like they just re-organized it. Looks like the same to me, if it is it wouldn't have a freeze function as far as I know.
