It's a rar file so you have to extract it. Download Z-zip or winrar and right click it and press extract.
Once it's extracted you'll get an ISO in a folder.
You make a folder in the root of your mem stick named "ISO"
Drag the IDO into the folder and jump onto your psp and go to...
game>mem stick and it should be right there.
