Two options:
Photoshop
Fireworks
Fireworks is very nice and simple, does BOTH vector and raster, photoshop, is well, you know, photoshop.
If you have a mac, check out Pixelmator

oh ok...im planning on getting photoshop creativity along with some others.
Photoshop and Cinema 4d,but Cinema 4d requires a lot of time and practice,it's very complicated and takes a while to make what you want,but you can't do anything like it with any other software.I.e. make c4d's for artwork.

Corel Draw offers the most bang for the buck. Sort of like a poor man's CS. Output is fine, just kinda buggy once in a while.
