He is Chris Fehn of the metal band Slipknot. He is one of the two custom percussionists in the band; he also does backing vocals.

They had 9 members, 8 now because one of the members died. They all had numbers from 0 to 8. He was Number 3.

Dead Memories is one my favorite songs from them.
