It's not maintenance.
I get this too in the afternoons. Here what I do. Instead of pressing the [] button for Fast Login, just do it the slow way by pressing X on Infrastructure. It solves the problem for me.
I press X for infrastructure it says unable returning to main lobby
Its Either Your Conection Sucks Or You Have A .prx That Makes it Say That..

turn off your psp, and in the recovery menu set your UMD Mode to M33 Driver, and you should be able to get online
