Go to account management (where you membership options are). It depends on how old you set yourself as when you signed up with xbox live with your windows live ID. If you are 17 or 18 (can't remember which) there will be an option at the top of your list in account management that says "Promote Child Account" click that and agree with the rules. This will allow you to download rated M and RP demos/videos. If your windows live ID states that you are under 17/18 you will either have to make a new Xbox live account (with different WL ID) or just wait until you've turned 18.
You can as long as the windows live email account that you originally signed up with (for Kazicstan) says your 18. If it doesn't you have to wait or create a new account. You can change it yourself though.

I didn't think you could do that, I thought you HAD to use some sort of Windows Live ID's. Either hotmail or live.

You can't change your Age on Xbox LIVE. Just download it using another account.
Yea that sucks, but using a different account to download everything gets annoying after a while because you have to stay logged into that account while your videos or demos are downloading. Hopefully he put himself as 18 or older when he signed up.
Try it, see if it says your old enough. If there is no such option for you though in your account management, you can't promote it. And when you create a new account, you are on a silver account which allows you to download videos not demos.
If there is an option that says so in you account settings, then you know you are old enough. Also go to the email address you signed up with and check how old you put yourself as when putting in your info. (this is the email you use to recover your account on a different hard drive).
