When i reached 400 posts it went to rep power 6...but i see ppl with over 430 posts that still have 5......

That's probably because the other person has received more negative reputation then you have. If they have 2 or 3 negative rep you will have a little more over them.
Is it true that the ammount of rep power you have is the ammount of rep you give other people?

I noticed different people give different ammounts of rep. The last guy to Rep me up had one rep power and gave green bars and i got 1 rep pont. Iv had others give more than that in the past.

Not true about the post count + 1.
Look at mine. ~650 posts (as of June 4th, 2009), 11 rep power, 3 bars.
EDIT: 666 post count. Time to be evil.

Rep Power that you have basically gives more reputation power to someone when you rep them. The more reputation you get the higher your rep power goes, the longer you've been on the site, the higher your rep power and the more posts you have the more rep power you have. Just search google vB is all the same admin sets the things for date, posts and rep.
