go to the air port with a SEDAN not a sports car or any other kind and go at top speed and hit the small yellow ramps and eventually you'll get it

That's what I did, it just took me like 18 tries...it's also hard because you get like 4 stars for going into the airport...and its a pain in the ass with all the cops behind you.
