it is malicious, if you end the process then it willusually let you do whatever you need to do
edit: add did you run virusscan? if nothing shows up it's probably a trojan virus:(

try finding root of it and delete or click drag to a antimalware icon (ex:spyware doctor)

I cant find it any ware in my C drive at all I dont its not any kind of threat though just SUPER ANNOYING.
