Need Help With My HP laptop

My computer is a has a 2.0ghz proccesor and 4gb of ram. i have gta iv and it goes fast but not as fast as the game should be going at. Can someone give me a link to an ap or something make it go faster. I have thought of buying a better laptop processor but i dont know the best place to look besides ebay.

Here are the things i have already tried,
please dont give me command line because it will screw up my mods.
and please do not tell me to use task manager i already know.

Start > Control panel > Add or remove files. Delete some junk you dont need

Or do a virus scan.
