it still is a Call Of Duty game but would u rather say Call Of Duty: Modern Warfare 2 or just Modern Warfare 2. Infinity Ward just figured it would be easier.

EDIT: Actually I've found a bunch of sites that say it's not COD, but others keeps saying COD: MW 2...So I'm not sure which it is. Their Website mentions nothing about Call of duty though.
