I like how they add new enemies and races with little regards to where they were in the previous games, and I am looking forward to the new needler rifle

NONE. Just sub-species. A new Kig-yar subspecies called Skrimishers were added. Just look at the screenshot.

What I meant was like how Engineers were supposed to be in the first game and were left out till technically the the 4th game which was Halo Wars but if you don't count it the 4th would be ODST, and what about in Halo 2, they added Brutes and Drones with no real back story on when they came into the the plot. Where the Prophets fighting humanity, the brutes, and drones and then absorbed them to fight us... or were they held back until we were a big enough threat. And as for the Skirmishers and the Jackals were they a sub species on the same planet or how about a sister planet... where were they during the other games? Do you see my point?

Because the covenant were losing soldiers, although not as much as humanity, they were forced to use drones in combat. Skirmishers and Jackals are the same species. Skrimishers were probably few in number so they may have been wiped out during the Battle of Reach.
